Update the application list when some apps are installed or uninstalled

The current version sometimes misses the installation of new app. Launcher app should check the application list whenever its process returns to foreground.

i also notice this w/the latest build too. I sideloaded Google Sky Map and do not see it in the list of apps but once i power off and on or reboot via adb glass it shows up.
