"Who to Follow" populated by default

The "Who to Follow" widget should not be that empty by default. As @slr just said in my timeline:

I'm feeling #bad for all these #lost souls who're registering here now and then just got vanishing into the white.

What about to populate it with random active users and those they follow? Otherwise this widget does not help new users much. Other suggestions to populate it are welcome.

(BTW, I also miss references to Twists. I could have linked directly to the Twist above./Folks from other networks may miss this too.)
