Change comments to English

A lot of source code comments are in Portuguese, which makes it harder for international contributors to make changes. Let's translate these to English and make it a policy for developer resources to be in English from now on.

Agreed. The Portuguese comments came from the web developer i hired... i'm innocent ;-)
