Quantization/down-sampling

Suggestion: As I might do in a DAW like Ableton Live, it would be very cool to allow down-sampling and quantization based off of the cursors setting, so that a file would get downsampled (maybe time-stretched quantization is the right wording?) into the specified period.

Actually, down-sampling in conjunction would also be awesome when dealing with signals that are clearly binary (or user could specify number of divisions, such as 4 for 4-FSK).

The next step would be to just display and allow copying/saving the numeric (& hex?) representation, and the step after that would be the option for some common decoding techniques such as manchester.
