Can't enable disabled user

In the Staff & Admins panel. When you try to enable / disable a user.

1. When enabling a disabled user it still prompts of disabling a already disabled user.
2. When you do disable a user the disable field is still set to 0. Instead the permission field gets the value of 1.
3. User could not be edited of its permission anymore after setting the permission value to 1.
