Installer enforces 8 char password, admin panel does not.

Just installed 1.4.3 fresh. During the install wizard, there is a prompt for a new admin password, which must be 8 char or longer. However after install, the "staff & admins" area allows as short as 1 single character.

This seems inconsistent. The admin panel should enforce a minimum length too, at least for users labeled as admins. The minimum should probably also be configurable since some people might be happy with 2-4 char, while others might want 10+.
