Proposal: mgt-file should have fly-out hover menu

Description

A file should have a fly-out menu describing all the actions which can be done with the file. By clicking on the ellipsis button, a fly-out appears.

Rationale

To interact with the files, a fly-out menu would help in defining the actions which can be done (e.g. opening/previewing/download/etc)
