Proposal: Update sp-webpart sample to use SPFx 1.15

Description

Currently this sample is targeting SPFx 1.13.0 we should have a sample that reflects the latest SPFx version

Rationale

SPFx is a key use-case for MGT. We should be current. Furthermore v1.13 has a dependency issue that blocks upgrading the library to ensure that will build using Node v16

Preferred Solution

Updated dependencies and docs to reflect current state of SPFx webpart development
