Remove invalid/duplicate `/$ref` path segments

As per the docs, claims mapping policies should be listed by /servicePrincipals/{servicePrincipal-id}/claimsMappingPolicies, yet we also produce /servicePrincipals/{servicePrincipal-id}/claimsMappingPolicies/$ref for doing the same: image

This clean-up will depend on us have complete capability annotations in the metadata.

Is there an annotation to say "we don't support $ref"? Shouldn't $ref always be supported by workloads?
