Run XDP sample tests in the eBPF for Windows Repo

The XDP tests in the eBPF for Windows repo must now be run in the XDP CI.

We also need to move xdp_md_t struct definition to xdp repo when xdp_test program type is removed from ebpf-for-windows repo.
