Should xdpapi.dll be a redistributable?

Rather than including xdpapi with the MSI/installer, should the DLL be redistributed by anyone consuming XDP?

This could simplify side-by-side installations, since it will be nearly impossible to force the old DLL to unload from every process on the system during servicing.
