Investigate Leveraging SAL Annotation for Locks for _Requires_offload_rundown_ref_

I think we can reuse the existing lock SAL annotations to effectively implement the _Requires_offload_rundown_ref_ annotation added in https://github.com/microsoft/xdp-for-windows/pull/217. We should look into this, because it'd be really nice to have static analysis to ensure everything is being done properly.
