Repro Steps

1. Restart Windows
2. Run "Terminal" and wait a bit
3. Get this:

4. Unable to see any GUI apps if executed, incl. xeyes

Expected Behavior

1. Restart Windows
2. Run "Terminal"
3. Run xeyes and see the app
