Upgrade support for xdg_wm_base version

Is your feature request related to a problem:

Currently the xdg_wm_base version of WSLg is at 1, yet most compositors are more recent: https://wayland.app/protocols/xdg-shell#compositor-support

Given that WSLg uses weston, and weston has a more recent version, can WSLg be upgraded such that a more recent version of the xdg_wm_base protocol can be supported?

Support for xdg_wm_base version 2 in WSLg

Describe alternatives you've considered:

Using X11 for applications that require xdg_wm_base > 1 or hosting a separate weston window

This is something I'm also interested in, and would be very helpful. Tool I'm using is running on version 2 minimum, soon to be upgraded to 5 I hear. But even version 2 would be great. Unfortunately I can't help much with solving this on my own.
