No installed package found when attempting to update or remove

Brief description of your issue

On some packages, you can install the portable installer type, but then it fails to upgrade or uninstall.

The package does appear in add or remove programs and can be removed using that.

Running the install command again does seem to work for updating.

Steps to reproduce

winget install --id OpenJS.NodeJS --installer-type portable winget remove --id OpenJS.NodeJS

Expected behavior

The package should be installed and then removed

Actual behavior

The package is installed. But removal, or upgrade fails.
