Get-AppxPackage -Name 'Microsoft.DesktopAppInstaller' | Reset-AppxPackage as admin in PS resolved issue for now.

I think this was some kind of transient issue. I'm not able to reproduce it myself. If we can get solid reproduction steps, feel free to re-open this issue.
