Add support for pinning to the COM API

Description of the new feature / enhancement

We need support for pinning in the COM API so we can continue to reach for parity between the Winget CLI and the Dev Home machine configuration experience. As users are installing applications and packages through the GUI in Dev Home, the ability to have control over version and updating behavior is important. Version selection exists, but the pinning is currently a gap we have identified.

Support pinning in the COM API as it is supported in the CLI.
