Install/Update/Uninstall Multiple Local Manifests

Description of the new feature / enhancement

With the ability to install / update / uninstall multiple packages in a single command, the implementation excludes this ability when the --manifest switch is used.

It would be good to enable this behavior to install using multiple local manifest files at the same time
