Description of the new feature / enhancement

I would like to be able to configure settings for the length of time used to determine timeout for download and install.

Proposed technical implementation details

Flags to time out a winget install operation if job exceeds user defined time parameter.

Problem: when there was network problem, Winget stucks forever. Expect: add some options for network timeout like curl has.
