[Feature Request] Keep install location when upgrading packages not originally installed by winget

Description of the new feature/enhancement

Some previously manually installed packages (like Pandoc) get installed into the default install location when upgrading instead of their current location. I propose keeping the install location when upgrading.

Also, such an upgrade results in 2 versions being present after the upgrade so maybe this should be in the bug category.
