Agent session: Add `Open Pull Request in Browser` option to context menu

Testing #280296

I was curious what this pull request even was an wanted to see it in the browser, but there's no quick option.

This needs to be provided from the cloud provider.

@benvillalobos it should be in the context menu of the cloud sessions, you don't see it there?

The "Open in Browser" action seems to not open the PR though but something like https://github.com/copilot/tasks/pull/PR_kwDOJyJz8c64FpPy
