Clean up getPersistedSessionTitle

I can't really figure out why this method exists, it can possibly be deleted? Do you know? Looks like from https://github.com/microsoft/vscode/pull/261141. If we need it, it should not have to hack the ChatSessionStore internalGetIndex

Maybe initializePersistedSessionsFromFileStorage too?
