Global search doesn't always look in open editors anymore

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.106.0
• OS Version: Windows 10 22H2

Steps to Reproduce:

1. Have a file open that's not in the folder or workspace
2. Have a different tab open
3. Using global search, search for something that's in that file only

In the past, the open editors that contain the search term would get listed under "Other files" regardless of whether they're in focus or not.

Strangely, if the search term is also present in other files within the workspace or folder, open editors containing the search term do get listed. They also get listed if their tab is in focus, regardless of the search term's presence elsewhere.
