"Open with Code - Insider" context menu option missing

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.104.0-insider 70e7eae7709159b57b503df2541e0cb2e7b66c92 x64
• OS Version: Windows 11 Pro 24H2 26100.4946

Steps to Reproduce:

1. Installed latest version of vscode insiders from website.
2. check ✅ the context menu option in the installation settings.
3. Do a right click, and there is option for Open with Code - Insiders . Even there is no option shown in old context menu while clicking on show more options

What I tried

I tried the workaround discussed in this issue #260389 I installed insider version 1.99 1.101 but didn't find that context menu.

Please check if the issue repros with latest 1.107 insiders with user setup, for system setup it is tracked in https://github.com/microsoft/vscode/issues/259505
