VS Code has operational problems when you have an user folder with special characters.
Does this issue occur when all extensions are disabled?: Yes
- VS Code Version: 1.101
- OS Version: Windows 11 Home 24H2
Steps to Reproduce:
- You user folder must something like
úser

This issue does not occur in version 1.100.3.
Do you mean the environment variable $env:USERPROFILE is equals to, for example, C:\Users\'úser?
