Go To Next Problem (F8) Peek Bar can not be disabled

The peek bar of the Go To Next Problem shortcut (F8) can not be disabled. This bar is extremely distracting and moves the existing code around. This severely limits the usefulness of the F8 shortcut, and requires users who don't like the text editor distraction to browse the problems by interacting with the problems UI panel using a mouse, which is much slower.

This bar should be optional. Users should be able to turn it off in the settings.
