Unable to launch as local admin - version 1.100

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.100.2.0
• OS Version: Win 11 - 24H2 - 26100.4061

Steps to Reproduce:

1. Previously able to run Code.exe as local admin via the following additions to shortcut

"C:\Program Files\Microsoft VS Code\Code.exe" --no-sandbox --disable-gpu-sandbox

2. On launch window immediately closes down and prompts "Window terminated unexpectedly (reason: 'Launch Failed',Code:'18')

No other indications of what the issue is. Also attempted to run as admin with --disable-extensions on shortcut.
