Opened a DevContainer and after a minute, fired up a request.

Not sure which logs have more details. Chat logs don't exist.

The Shared channel should have details on why the extension could not be installed.

I had almost the same issue, only on Insiders version. (works normally in release v1.100.2)

I'm getting this message for any question:

Copilot took too long to get ready. Please ensure you are signed in to GitHub and that the extension GitHub.copilot-chat is installed and enabled.

Also, the Enable/Disable buttons are not displayed in the extension screen as shown in this image. Pressing the Reload Window button doesn't change anything either.

Update: In my case, recreating the VSCode profile resolved this issue. Something in the profile might have been corrupted.
