Visual Studio code Stuttering Issue on windows

Does this issue occur when all extensions are disabled?: Yes/No yes

Allright, this happened today. I dont know what is the cause of the problem. previously it's normal (yesterday), no stuttering issue. Well, 2 days ago I was doing some tweak on my Nvidia setting. But I change it to default again now. But the problem still occur.

I have restarting my laptop, disabling some extension, clearing my storage cache but no luck. Is there any way to fix this?

here's the video link show my stuttering. I need to record with obs first so that the stuttering issue is visible, then I record it with AwesomeScreenshot. If I record with AwesomeScreenshot directly to my visual studio code, the stuttering issue is not visible. ( That's pretty weird ):
