‌Bug Report:‌ Duplicate "Run" or "Debug" buttons appear simultaneously

Does this issue occur when all extensions are disabled?: Yes

VS Code Version: -x64-1.98.0
OS Version: Win 11

As shown in the image, two instances of the "Run or Debug" button appear each time they are clicked, with no option to close them. The duplicate buttons only disappear when switching windows, but reappear upon clicking again‌.
