Powershell extension activated for a chat terminal command

1. Have an agent mode that creates a terminal command
2. Powershell extension activates and immediately creates its Powershell Extension terminal

(2) behavior isn't very good, maybe this is purely extension side, but maybe we can skip activation triggered by that editor?
