VSCode slow at startup since a recent kernel update

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.96.3
• OS Version: Ubuntu 22.04.5 LTS

Steps to Reproduce:

1. open code. tried this on a new Ubuntu user to make sure there's nothing custom
2. observe slow startup time ~15 seconds

Attached result of running with --prof-startup.

NOTE: this issue happens with v6 kernels (like v6.8.0) but not v5 kernels (like 5.15.0).
