Correct type Identifiers for PowerShell files on macOS

This PR addresses the issue https://github.com/microsoft/vscode/issues/237199 where the PowerShell type identifiers were not working on MacOS.

This PR adds UTIs for the PowerShell type identifiers.

Please feel free to comment on my PR if there's any better way to fix the issue or a tip for me!
