Horizontal scroll in ipynb files via Shift+mouse wheel doesn't work

I've also confirmed it doesn't work on my machine

Environment data

• VS Code version: 1.94.0-insider
• Jupyter Extension version (available under the Extensions sidebar): v2024.9.2024092001 (pre-release)
• Python Extension version (available under the Extensions sidebar): v2024.15.2024092301 (pre-release)
• OS (Windows | Mac | Linux distro) and version: Windows 11 Pro 23H2

Expected behaviour

Hold Shfit key while using mousewheel to scroll horizontally

Actual behaviour

Does nothing

Repro steps for me:

1. Turn off word wrap ("editor.wordWrap": "off")
2. Write a long line of code that goes beyond visible area
3. Try scrolling horizontally while pressing Shift
