Custom title bar not hiding on startup in Zen mode

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.92
• OS Version: Kubuntu 24.04

Steps to Reproduce:

1. Hide the title bar
2. Enable zen mode
3. Restart vscode

After the latest update, whenever I start vscode in zen mode or reloading the window, the custom title bar reappears, and using the dropdown menu option to hide it doesn't work. I found that disabling zen mode and then reloading the window does hide it, but its annoying to do this each time
