Cannot interact with environment variable hover for terminals

The hover is shown like this, and mousing over it to dismisses the hover before my mouse gets there if I want to interact with any of the actions

In the mentioned scenario, the hover is being dismissed because of the actions in between the mouse and hover. These actions have a hover registered, hovering hover them causes the active hover to close.

What we're doing with the extension view hover is to add the alt hover hint at the bottom. There is a trade off to just making the hover easier to mouse over as then it can irritate users who didn't mean to mouse hover it.
