VS Code for the Web: Settings for outline view not functioning well on iPadOS’s browser

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.74.0 and 1.75.0-insider
• OS Version: iPadOS 16.1.1

Steps to Reproduce:

1. open vscode.dev site, open a file with symbols
2. click outline view’s option button, sometimes it makes the outline view folded, or open option box in a wrong place. when option box opened, click some items will not take effect
3. I tried all major browser on iPadOS include FireFox, Chrome, Edge, Safari, Opera in their latest version

a couple of times I fat fingered it and got the drag line, but for the most part it was fine.

I'm on the save version of iPadOS as @dokcn

@TylerLeonhardt I think @dokcn is trying to hit the triple dot on outline view header.

Ah ok. Yeah that repros for me. @sbatten any view has trouble hitting the icon buttons. The top view does not.
