Import custom key bindings from Sublime

Many users have custom key bindings in addition to the default sublime keybindings. We should detect the custom keybinding, map them and import them into VS Code.

Came here to look for this issue. I just tried the extension, thinking that "Sublime Text Keymap and Settings Importer" would mean that it actually imports my (heavily customized) Sublime key bindings. :(
