I started experiencing this yesterday too.

+1 on this issue
FYI, downgrading the VSCode version to an October release fixed the issue for me
started experiencing this today a ton after upgrading, version info:

While running some tests to reproduce this issue, I noticed it only happened right after copying something. If you paste multiple times the same thing, the loader will only show up the first time, and can last up to ten seconds, which is very frustrating. It doesn't seem to be a system performance issue, nor does it seem to be caused by any extension (used the extension bisect tool to isolate the source of the problem).

This way is effective https://code.visualstudio.com/updates/v1_95
I think I found the fix. Setting the following in my settings.json appears to have fixed the issue for me:
"editor.pasteAs.enabled": false
"editor.pasteAs.enabled": false
Thank you !!!
Personally I rather searched editor.pasteAs.enabled in settings so that it would apply to globally.
Setting "editor.pasteAs.enabled": false, in general settings worked for me.
Thank you

But i dont understand why introducing this thing !! it's crazy !
Could be a foreshadowing for Vscode to become something like cursor.
