Add a setting to Turn OFF pom.xml editing features

Use Cases

A niche, but nevertheless situation would be when someone is using the Redhat XML (redhat.vscode-xml) extension along with the lemminx-maven extension jars. Using the Redhat XML extension in such a manner along with Microsoft's Maven extension leads to duplicated GAV IDs in completions. Having a setting to turn off editing features in Microsoft's Maven extension would make the experience of using both Extensions at the same time, much nicer and complementary where Microsoft's Maven handles the Maven Lifecycle Commands, whereas RedHat's XML handles the pom.xml editing features.
