Save Remote Server Password

@DonJayamanne Why is issue #14213 closed? I am still getting this every time I open VS Code. I would not say it's a duplicate of this issue as jupyter should not need any password without a kernel.
That by design, we always fetch kernels as its not possible to determine whether you last used a kernel for a notebook or not. Hence they must be fetched an the corresponding controllers need to be create,
