Restarting a kernel in IW shows `Restarted '' Kernel` message in web

  1. go to insiders.vscode.dev and connect to a remote jupyter server
  2. start an IW and run a cell to connect to a kernel
  3. restart the kernel

result: The kernel restarts successfully, but the status message doesn't know the name of the kernel: image
