Support build scan enablement configuration

We can offer a configuration for users to choose if they can enable build scan by default. Once they confirm the Terms of Service in this setting, the users can skip the step to confirm Terms of Service each time.

The configuration should be disabled by default.

FYI users have to agree to the ToS once per project.
