Add note for Node Root CA Store Support

Add note to release notes for an oft-felt, but not oft-talked about, issue plaguing uses of Dev Containers when using a corporate computer using VPNs. I thought this was a particularly tough bug to track down and plagued me and my team, as I'm sure many other developers who work for companies with VPNs that would prevent successful deployment and use of dev containers unless workarounds were performed.
