Copilot tools and MCP are GA, no longer preview

Nick can you please update our docs and make sure to remove PREVIEW from any mention of MCP or Tools extensiblity in VS Code?

Also @connor4312 will update the release notes to mention it is GA. But Nick you can also drive that if you want. You two figure it out.

@isidorn Looks like MCP is not yet going GA this release (info from Harald).

@ntrogh we might have to hold on this one. @digitarald would know best what is the GA date - as it has been discussed in redmond, and maybe they decided to wait for some GH feature.
