Clearly indicate platforms/compilers/architectures officially supported by IntelliSense, and lack of bundled compiler

Cpptools should clearly indicate in the README which target platforms, compilers and architectures are "officially" supported by IntelliSense, and that support for others may be limited. it should also indicate that a compiler is not included.

This would help to proactively prevent confusion and set expectations.
