vscode-azurestorage Smart delete/sync on deploy

Rather than deleting all files on deploy, could the extension be smarter about what files need to be replaced or even leverage some functionality similar to the az blob sync?

Should consider utilizing the multi-platform azcopy or az functionality directly.

azcopy sync should be what we want here. Sync is not currently included in https://www.npmjs.com/package/@azure-tools/azcopy-node though, something we can bring up in the AzCopy wrapper meeting

~~sync is now included in the azcopy-node so this is possible. We can investigate using it to improve deploying static sites.~~

While this would be a good feature, it depends on the @azure-tools/azcopy-node package including the sync command. We could theoretically make this PR ourselves, but putting it in tracking until we plan to take up that work.
