The Files node is not auto refreshed after deploying project to a Windows Function App

OS: All Build Version: 20230821.4

Repro Steps:

1. Create a Function project no matter what language it is.
2. Create a corresponding Windows Function App.
3. Expand the 'Files' node for the above Function App.
4. Deploy the Function project to the above Windows Function App.
5. Check whether the Files node is auto refreshed or not.

Expect: The Files node is auto refreshed after deployment.

Actual: The Files node is not auto refreshed after deployment.

More Info:

1. Files appear after refreshing the Azure view multiple times.
2. This issue can be reproduced for a Linux Function App about one out of ten times.
