Deployment template schemaVersion 1.4 causes EdgeAgent and EdgeHub failure

• VSCode Version: 1.76.1 (user setup)
• OS Version: Windows_NT x64 10.0.22621
• Extension Version: 1.25.9

Steps to Reproduce:

1. Select Azure IoT Edge: New IoT Edge Solution from the command palette.
2. VS Code reports a validation warning: String does not match the pattern of "1.1". (and 1.2)
3. If you Build and push the solution then Create Deployment for Single Device, edgeAgent reports The schema for $edgeAgent is not recognized. Version 1.4 does not belong to the list of schemas supported to create a manifest (1.0, 1.1). You can proceed using a blank template.

Does this issue occur when all other extensions are disabled?: Yes
