Azure PPE - Value is not accepted for "azure.cloud" in settings.json

Value of "azure.cloud" changes to PPE after signing into Azure PPE environment. Also, configuration not picked up correctly for PPE during testing. We keep getting the error that "resourceManagerEndpointUrl" is not found.

Workaround: Before signing into Azure PPE - Manually change"azure.cloud" to a valid value (like AzureCloud) or Sign in and out to Azure Cloud.
